China will encourage the non-state owned investment to invest in the tourism and performance markets via such manners as investment, share participation, share controlling and mergers and acquisitions. Foreigners shall be allowed to invest in the Chinese tourism and performance markets in a proper manner.
Under the Guiding Opinions on Accelerating the Joint Development of Culture and Tourism (Opinions) released by China's Ministry of Culture (MOC) and the National Tourism Administration (NTA) on September 15, 2009, China will support a batch of cultural tourism enterprises to form their own groups and own their own brands.
Besides, relevant authorities will support, through joint holding, preferential policies and fund subsidies, 8 to 10 local cultural tourism celebrating activities every two years.
